Years back, when doing any writing or publishing for the U.S. Government (particularly the military) you were not allowed to have a truly blank page for any reason. Even if absolutely needed. Any blank page had to have centered in it “This page intentionally left blank.” There may have even been type, style, and size considerations (depending on which branch of the bureaucracy was involved). It’s on par with military letterhead having lines on it on one side, specific width, length, and color, so that people would know exactly where to fold it for a standard envelope.
